We carried out this inspection under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. This inspection was planned to check whether the provider is meeting the legal requirements and regulations associated with the Health and Social Care Act 2008, to look at the overall quality of the service, and to provide a rating for the service under the Care Act 2014.
This inspection took place on 12 October 2015 and was unannounced. We returned to the service on 13 November 2015 in order to talk with people who lived at the service who had not been available the previous day. The inspection was carried out by a single inspector.
Before the inspection we reviewed the information we held about the service. This included notifications regarding safeguarding, accidents and changes which the provider had informed us about. A notification is information about important events which the service is required to send us by law. We also looked at previous inspection reports. We asked the local authority (LA) commissioning team and clinical commissioning group (CCG) for feedback about the service. We also contacted Healthwatch. Healthwatch represents the views of local people in how their health and social care services are provided.
During the inspection we spoke with six people who used the service. We reviewed two peopleâs care records in detail, three staff recruitment files, records required for the management of the home such as audits, minutes from meetings, satisfaction surveys, and medication storage and administration records. We also spoke with four members of staff and the registered manager.
