We carried out this inspection under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. This inspection was planned to check whether the provider was meeting the legal requirements and regulations associated with the Health and Social Care Act 2008, to look at the overall quality of the service, and to provide a rating for the service under the Care Act 2014.
This inspection took place on 16 November 2016 and was announced. The provider was given two working daysâ notice of the inspection as the service is a domiciliary care agency and we needed to make sure the providerâs representative was available to assist us with this inspection. We also made telephone calls to staff, people and their relatives on 23, 24 and 25 November 2016.
This inspection was undertaken by one adult social care inspector and an expert by experience. An expert by experience is a person who has personal experience of using or caring for someone who uses this type of care service.
Before the inspection we reviewed the information we held about the service. This included the notifications we had received from the provider. Notifications are changes, events or incidents the provider is legally obliged to send us within required timescales. We also contacted other agencies such as local authorities and Healthwatch to gain their views of the service.
During the inspection we spoke with five people who used the service by telephone and four relatives. We spoke with staff including the registered manager, the chief executive, the home support manager, the head of quality and three care workers. We reviewed a sample of seven peopleâs care records, five staff personnel files and other records relating to the management of the service.
