We carried out this inspection under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. This inspection was planned to check whether the provider is meeting the legal requirements and regulations associated with the Health and Social Care Act 2008, to look at the overall quality of the service, and to provide a rating for the service under the Care Act 2014.
This was a planned comprehensive inspection to check on the improvements made since the last inspection in January 2017 when it was rated requires improvement overall. We gave the service 48 hoursâ notice of the inspection visit because it is small and the registered provider/manager is often out of the office and the deputy manager is supporting staff or delivering care. We needed to be sure that they would be in. The inspection was carried out by two inspectors.
Inspection site visit activity started and ended on 7 March 2018. Prior to the inspection we asked the provider to complete a Provider Information Return (PIR). This is a form that asks the provider to give some key information about the service, what the service does well and improvements they plan to make. We reviewed this and other information we held about the service and notifications
received by the Care Quality Commission. A notification is information about important events, which the provider is required to tell us about by law.
We visited the office location on 7 March 2018 to see the registered provider/manager and office staff; and to review staff and care records and policies and procedures. During this time we reviewed three peopleâs care plan records and risk assessments, three staff recruitment files, records of staff training, supervision, appraisal, team meetings, visit and staff rota schedules, medicine records and evidence of quality assurance processes.
We visited two people in their homes who used the service and we spoke with two relatives. We spoke with the current registered manager who is also the provider; we will therefore refer to them throughout the report as the registered provider/manager. We also spoke with the deputy manager and an additional four staff.
