We carried out this inspection under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. This inspection checked whether the provider is meeting the legal requirements and regulations associated with the Health and Social Care Act 2008, to look at the overall quality of the service, and to provide a rating for the service under the Care Act 2014.
This inspection was carried out by an inspector and an Expert by Experience. An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of care service. This inspection took place on 23 January 2018 and was announced. The provider was given 48 hoursâ notice because the location provides a domiciliary care service to people in their homes; we needed to be sure that someone would be in.
Before the inspection we reviewed the information we held about the service and the service provider. The registered provider had not completed a Provider Information Return (PIR) as this had not been requested. This is a form that asks the provider to give some key information about the service, what the service does well and improvements they plan to make. We had not received any notifications from the provider. Notifications are information about important events the service is required to send us by law.
We spoke with two people and seven relatives. We looked at five peopleâs care records and medicine administration records (MAR). We spoke with the registered manager, the director, the providerâs representative and three support staff. We reviewed a range of records relating to the management of the service. These included five staff files, incident reports, complaints and compliments. In addition we reviewed feedback from people who had used the service and their relatives.
